The virtual ward nurse's dashboard shows a patient on the frailty pathway, at home. An oxygen saturation reading flags amber overnight. She calls the patient, adjusts the plan, and marks the review complete. There is no claim form anywhere in her workflow, because none exists.
That dashboard represents a bed in NHS England's planning, and the NHS pays for beds through commissioning rather than billing.
In April 2022, NHS England published guidance asking integrated care systems to deliver virtual ward capacity equivalent to 40 to 50 beds per 100,000 population, up to 24,000 beds, by December 2023. It committed £450 million to support the programme through the end of the 2023–24 financial year. At a minimum, each system was expected to run virtual ward models for acute respiratory infection and frailty.
Progress fell short of the target. NHS England figures for November 2023 showed 11,231 virtual ward beds in England, equal to 21.9 per 100,000 of the GP-registered population aged 16 or over, with average occupancy of 70.2 percent.
For any supplier, the buyer in England is the integrated care board or the provider trust holding the budget, not an insurer. NHS England also published guidance on choosing and procuring virtual ward technology, including what a digital platform must be able to do. Procurement asks whether a platform increases safe capacity and whether it can prove it.
PatientTrac Companion enters the UK as a procured platform, not a billed service. Its case rests on the evidence commissioners already track: patients monitored at home, the clinical reviews completed, and the pathway each patient followed. Occupancy and throughput are the NHS equivalent of a remittance line.
The nurse closes the review and moves to the next patient. Whether her ward expands next year depends on figures she never sees, compiled into returns she never files.
